Replacement windows are one of the few home improvements where the law sets a
measurable minimum, and where a lot of quotes quietly leave out the thing that will fail your job. Since
June 2022 two Approved Documents govern almost every window and door swap in an existing house in
England: Part L sets the thermal standard, and Part F sets the ventilation. Most homeowners in Kent hear
about neither until the installer mentions trickle vents on the day.
This page sets out what the regulations actually require, the exemptions that apply to older and
listed properties, and the specific questions worth putting to an installer before you sign.
The thermal standard: 1.4, or Band B
Approved Document L Volume 1 gives the limiting standards for new and replacement fittings in an
existing dwelling in Table 4.2. For each element you can comply on the U-value or on the energy rating,
whichever the manufacturer certifies. You do not need both.

Two details are worth knowing. First, there is a second test alongside the table: the U-value of a
replacement element must also be no worse than the element it replaces. If you are taking out
high-performing modern windows, meeting 1.4 is not automatically enough. Second, the transitional
allowances that let timber windows sit at 1.6 and timber doors at 1.8 expired on 14 June 2023. Every
material is now held to the same number. The only standing relaxation is for external fire doorsets,
which may be 1.8.

The trickle vent rule that surprises people
Approved Document F took effect for existing homes on 15 June 2022, and it changed the ventilation
answer for window replacements. The rule is not “match what was there”. It is closer to “never make it
worse, and usually add vents”.
- If the existing window has trickle vents, the replacement must have vents that are
no smaller than the originals, and that the occupant or an automatic control can adjust. - If the existing window has no trickle vents, the default is to add them: a minimum
equivalent area of 8000mm² in habitable rooms and kitchens, and 4000mm² in bathrooms. - If the home has continuous mechanical extract ventilation, the figure drops to a
minimum 4000mm² equivalent area in each habitable room. - Alternatively, you can satisfy Building Control that the ventilation provision meets
Approved Document F another way, or is not less satisfactory than before the work.
The practical consequence is that a lot of 1990s and 2000s windows with no vents in them are being
replaced by windows that do have vents, and homeowners who were not warned are unhappy about it. It is
not the installer being awkward. LABC sets out the position clearly on
replacement
windows and trickle vents. Ask where the vents will go before the survey is signed off, not after
the frames arrive.
Safety glazing, and where it is compulsory
Approved Document K governs impact safety. Glazing in what the document calls critical locations has
to be safety glass, meaning toughened or laminated, marked, and meeting the relevant class of BS EN 12600
or BS 6206. The critical locations are:
- Anywhere in a door, up to 1500mm above floor level.
- Glazing beside a door, within 300mm horizontally of the door edge and up to 1500mm high.
- Any glazing below 800mm above floor level, which catches most full-height and low-cill windows.
Safety glass carries a permanent mark, usually etched in a corner. On a completed job it is worth
finding it. If a low-level pane in a new installation has no mark, question it.
Period, listed and conservation area properties
Kent has a lot of housing that predates the standard, and Approved Document L allows for it. Where
windows or fully glazed external pedestrian doors cannot meet Table 4.2 because of the need to maintain
the character of the building, one of two alternatives applies: the fitting should not exceed a centre
pane U-value of 1.2 W/(m²·K), or the existing single glazing should be supplemented with
low-emissivity secondary glazing.
That is a genuinely useful route. Slim-profile double glazed units and good secondary glazing both
sit inside it, and it means a period property is not forced into an inappropriate frame to satisfy a
number. Note that this is the building regulations position only. If the property is listed, or in a
conservation area where an Article 4 direction has removed permitted development rights, you may still
need listed building consent or planning permission for the change itself. Check with the local
authority before ordering.
Enlarging an opening changes the job
Swapping like for like is a controlled fitting replacement. Creating a new window, or enlarging an
existing one, triggers an extra test: the total area of windows, roof windows, rooflights and doors
should not exceed 25 per cent of the dwelling’s total floor area. Go beyond that and compensating
measures elsewhere in the house are required. Structural work to widen an opening also brings in a
lintel and, on a shared wall, potentially a party wall notice.
Who signs it off, and why the certificate matters
Replacing windows and doors is notifiable work. There are two routes:
- A registered installer self-certifies. FENSA and CERTASS are the competent person
schemes. The installer notifies the local authority and you receive a certificate. This is the normal
route and it costs you nothing extra. - A building notice to the local authority. Used when the installer is not registered.
You pay a fee and Building Control inspects.
The certificate is not paperwork for its own sake. It is what a buyer’s solicitor asks for on a sale,
and its absence is a routine cause of last-minute indemnity insurance and price chipping on completion.

that the certificate will be issued in your name.
What to check on a quote
Quotes for the same house vary enormously, and rarely for reasons the homeowner can see. Ask for
these in writing:
- The certified whole-window U-value or Window Energy Rating band for each unit, not a
“CE marked, meets regulations” line. - Where trickle vents will be fitted, in which rooms, and what equivalent area.
- Which panes are safety glass, and confirmation they are marked.
- The frame material and, for uPVC, whether it is fully reinforced. For aluminium, whether the profile
is thermally broken. - Whether the price includes making good internally and externally, and disposing of the old frames.
- The scheme registration number and confirmation the certificate is included.
- The guarantee: length, what it covers, whether it is insurance backed, and whether it transfers to
a future owner.
Frequently asked questions
What U-value do replacement windows need in 2026?
A maximum whole-window U-value of 1.4 W/(m²·K), or a Window Energy Rating of Band B or
better. Only one of the two needs to be met. The replacement must also be no worse than the window being
removed, which matters if you are replacing relatively modern units.
Do I legally have to have trickle vents in new windows?
In most cases yes. If the old windows had vents, the new ones must have vents at least as large. If
they had none, the default is to provide 8000mm² equivalent area in habitable rooms and kitchens and
4000mm² in bathrooms. There are alternatives where the home has continuous mechanical extract
ventilation, or where Building Control accepts another provision.
Can I replace windows in a listed building or conservation area?
Often yes, but on different terms. Approved Document L allows a centre pane U-value of no more than
1.2, or low-emissivity secondary glazing over the existing single glazing, where the character of the
building means the normal standard cannot be met. Separately, you may need listed building consent, or
planning permission if an Article 4 direction applies. Ask the council before ordering.
What happens if I have no FENSA certificate?
The work is still notifiable, so the gap shows up on sale. The usual fixes are a regularisation
application to the local authority, or indemnity insurance, both of which take time and money at the
worst possible moment. It is far cheaper to confirm the certificate before work starts.
Is triple glazing worth it for a replacement job?
It comfortably clears the 1.4 threshold, but so does good double glazing, so the regulations are not
the reason to buy it. The genuine gains are in comfort near the glass and in noise. On a busy Kent road
that can justify it. On a sheltered elevation the payback is slow.
Does replacing windows need planning permission?
Usually not: like-for-like replacement in most houses is permitted development. It changes if the
property is listed, sits in a conservation area with an Article 4 direction, or if you are enlarging or
creating an opening. Building regulations apply either way.
The short version
Hit 1.4 or Band B, expect trickle vents, check the safety glass marks at low level, and do not let the
job finish without the certificate. If the house is old enough that the standard fights its character,
